That's how the pound usually is around here.
Compared to Neopets, you can literally own over 80 pets here (no multiaccounting allowed or needed!), so the pound tends to be fairly empty unless someone's quitting, or they're pounding a lot of their pets that they don't have ideas for.
A few years ago it use to have 1000+ pets in it at any given time. If memory serves right, they were clogging up the servers. Many of them were keymashed names and common colors, which meant that they tended to sit there for long periods of time as no one wanted them. Staff made the decision to completely empty the pound by deleting the pets, though I think they gave it a week or two after the initial announcement and raised the number of pet slots you could buy to give people time to grab pets that caught their attention. They have also continued to increase the number of pet slots you can obtain in the years since. Since then the pound has been mostly empty. The largest number of pets I've seen in there at one time was 100 or so.
(Disclaimer that I might be misremembering things, as this happened a few years back now.)

pretty much what said. I've only seen 5-6 pets in there at the time as of recent. Neo could take some pointers but 😬 that's for a different topic.
It happens every once in a while. Recently, I think folks have been snagging up pound pets in order to yeet them into the Rift for the achievement, so it's been emptier than usual lately.
is right, though, there used to be thousands of horribly named/numbered pets in there on the regular, and it was also back when pet slots were pretty limited in number. They've also cracked down on tracking/stopping people who spam-create pets.
Edit: Do they get deleted, or does the new owner rename them? I've done that before, picked a pet out of the pound and then immediately renamed it.
I pounded two pets, one was safe deleted but it was a few years ago the other one I pounded was a few months ago. I'm not sure if it was renamed, but I think it got deleted, cause the only reason I could think of why someone would like to rename that particular pet would be the id, but it was a relatively new pet. So I don't think it was renamed.
I know from the Delphi themed month that they revamped the whole Adopt R Us as they used to be about 300 unwanted pets by occasionally given the pets special colours or even making them experiments and after that, it vastly reduced to about single digits. Here's the news about it here.
I remembered a time where so many pets with undesirable names and basic colours in which no one was interested (like the gabbogabbo pets that filled the pound up) which were pretty much straining the servers too much like explained.
I think thats really neat and helpful. Im shocked Neo hasnt fixed their pound problem yet too, the pound there is literal cancer.
Im super impressed with the idea of staff coloring plain pets so they dont sit in there forever also.

I have no idea what that is! Lol. Is that a group of users who are trying to paint the pound pets? If so, yes! There is! In fact I see like 5 labbed pets in the pound a day usually especially around 4-6 PM. The bad news is like nobody really wants a Faerie Grundo named "hellokittyfan_sweetiepie888" if they could make one themselves named "Lalamoon" in a month.

It was indeed a project to paint pets, but going the other direction- users who didn't want newbies to luck into nice pets in the pound would turn anything that wasn't a common color into a green uni and put it back in the pound so users had to "earn their own nice pets". I found the overall message kind of mean-spirited but I don't remember seeing many green unis while pound surfing, and when I googled it just now the most recent stuff I saw of it was 2007 so maybe it was way smaller than I thought it was, lmao.
I haven't even heard of such a thing here, and I was also really impressed that staff did the rename and recolor thing when the pound got cleared!
That is so terrible. When I was a kid I wanted a colored pet so bad but didn't know how to make NP because a lot of the reliable ways to make big money on that site are too adult for a kid to understand because the sit was initially made for grown ups (which is really garbage because many of the sites users back then were in fact kids just wanting to play Pokemon online) so the pound should of been a good way for kids to get pets they wanted. Which is even worse because those Green Uni people were probably adults themselves if they were getting painted pets all the time because I have no idea how a child would be able to know what Food Club or Stocks are, or have enough account age to even play Food Club. That makes me so angry and it is so messed up. Im so grateful an adult player gave me a Baby PB when i was 15 otherwise I would of never painted my Bori so early. Ugh that makes me so angry.
Updated: I looked into it and I am SHOCKED that TNT allowed this Player Nazism to be allowed. Neopets logic be like: You are morphing lab charities into Green Unis because you are selfish and heartless, thats fine. But your friend who used a Cheat Engine to play our badly illustrated/designed flash games who has never scammed anybody? IP BANNED 4 LYFE.

It seems so rude to me now, looking back, I just can't imagine they'd be so adamant nobody could stumble onto a nice pet. They where quite the grinches. I don't think anyone would take getting a rare pet for granted and if anything it would make them play the site more and try to get their other pets looking nicer, right? xD
I got lucky and was given some nice things from an older Neo user too, it made me really appreciate the site more and there's no way I'd have been able to get that kind of capital when I was a kid. If anything I stuck around there even longer because of their generosity. A much better policy than trying to bar new users from having nice things. :P
Oh yeah, I saw one quote from TNT that was like "Well it makes more sense than people writing applications to adopt a rare pet"! It wasn't breaking any site rules tho so it was fine. Idk what I thought at the time, besides that it seemed a real shame to turn actually nice looking pets into green unis, but now it just seems petty.
Yeeah I still play, its 2019, TNT still cares about flash game cheating and not the legion of loyal players going "please purge the pound", "you should make pet slots bigger", "these are all the PB ideas I drew, please hire me" as a ton of users agree with the artist and are like "please hire them!" and the never do and people are still having problems asking for Grapes for Faerie Quests while every other successor pet site is already doing these things and their uses cheat less and are way happier. I wonder why, what a time to be alive lol.

Yeah I like the pet situation on this site way better. The whole system is great and fun and creative. And as small as Subeta is you actually do get communication with staff here.
I'm gonna stick around Neo to keep playing Neoquest over and over lmao but yeah it could use some updates for sure.

There's a few of us who zap and release pets from the adoption center. This tends helps to keep the center low/empty. I have two right now that I'm working on, Axel VIII and Recycle Beast.
I don't like the low/emptiness because I'd rather take an already created pet instead of having to create one.

I kinda miss when the AC had a ton of pets. It was fun to sift through them, looking for good names. I do think that any unadopted pet should be "released to the wild" after not being adopted for a month or two though.
I got some of my best named pets from the AC, including Writer and Camera.
I haven't been on Neo in like 2 years, but when I'm active on there (off and on throughout the years since 2001), I adopt decently named pets to zap and then abandon again. Their pound is a mess though. It needs auto-purging after 30 days or something. I don't recall the Green Uni Project, but I was never on the forums much, so I probably just didn't notice.
